Horley has grown outwards for 150 years, and each ring has its own kind of window.

Horley was a small settlement round Church Road and Horley Row until the railway station opened in 1841. By the 1890s it was drawing developers, and the streets near the station filled with brick villas and terraces. Massetts Road, with its Edwardian villas, is now a conservation area.

The second surge came with Gatwick. Since the 1950s the town has grown quickly, first with semis, bungalows and closes, and most recently with whole new neighbourhoods on its north-east and north-west sides at The Acres and Westvale Park.

The older houses follow the Low Weald habit of orange-red brick with tile-hanging above. For those, the job is usually to put the right style of window back. For the post-war ones it is to replace worn-out first-generation double glazing with something that actually seals.

Local planning

Planning permission for windows and doors in Horley

Horley is in the borough of Reigate & Banstead, whose council decides planning applications until 31 March 2027. From 1 April 2027 the new East Surrey Council takes over. The rules themselves do not change with the name on the door.

The town’s conservation areas are Church Road, Massetts Road and Meath Green, and the council has been considering others, Horley Row among them. Do not assume the usual freedom applies in them. The borough says planning permission is generally required for replacement windows in its conservation areas, because Article 4 directions have been served on most of them. If you live in one, ask the council before you order.

Outside the conservation areas, replacing the windows and doors of a house is normally permitted development. Horley is not in the Surrey Hills, and the fields round it are not Green Belt but a local designation of their own, so conservatories and extensions have the standard limits.

The national rules, briefly

  • Replacing the windows and doors of a house does not normally need planning permission, as long as the new ones look similar to the old.
  • Flats and maisonettes do not have that right, and a listed building needs listed building consent. Check with the council before changing either.
  • Every replacement window and external door has to meet Building Regulations. We’re Certass registered, so we certify the work ourselves and you receive the certificate within eight weeks.
  • A conservatory or single-storey rear extension is often permitted development too, within size limits that tighten in conservation areas and protected landscapes.

Worth knowing locally

Glazing for a house near Gatwick

The airport is just over the borough boundary, and Horley Town Council has said it remains very concerned about aircraft noise for residents in the south of the town. The borough’s own policy requires a full noise assessment before new homes can be built inside Gatwick’s noise contours.

For an existing house, the practical answer is the glass. Acoustic laminated double glazing fits an ordinary frame and cuts noticeably more sound than a standard unit. Triple glazing goes further, and secondary glazing, with its wide air gap, furthest of all.

Before you order, look at Gatwick’s Noise Insulation Scheme. Eligible households can apply for a grant of up to £4,300 plus VAT towards double glazing for windows and doors. Eligibility depends on a boundary shown on a map on the airport’s website, and the scheme has its own terms, so read them first.

What is the best glazing for aircraft noise in Horley?
