Valley and Hill

Caterham is two places. Caterham on the Hill is the original village, shaped later by the Guards’ barracks and St Lawrence’s Hospital, both since redeveloped as housing. Caterham Valley grew up with the railway between the 1850s and the 1870s, strung along the road and the line between steep slopes on either side.

We are eleven miles to the south, straight down the A22, and cover both, along with Whyteleafe, Warlingham and Chaldon.

A Victorian valley and a village on the hill

The railway made one half of Caterham and the army made the other.

Caterham Valley is the railway town: Victorian and Edwardian houses climbing the valley sides, with flats fitted in between road and line. Harestone Valley, to the south, has a character of its own and its own council design guidance.

On the Hill, the nineteenth-century barracks is now a neighbourhood and a conservation area, redeveloped for homes and other uses. St Lawrence’s Hospital has gone the same way.

Neither the centre of the Valley nor the High Street on the Hill is a conservation area, which leaves most householders free to choose. The choice still matters: a villa built with sashes looks wrong with anything else.

Local planning

Planning permission for windows and doors in Caterham

Tandridge District Council is the planning authority for Caterham until 31 March 2027, after which East Surrey Council takes over.

No conservation area covers the centre of Caterham Valley or the High Street in Caterham on the Hill. The nearest are Caterham Barracks, the Tandridge side of Kenley Aerodrome, Chaldon and Woldingham Green. For most houses in the town, then, replacing windows and doors is permitted development as long as the new ones look similar to the old.

Caterham, Chaldon and Whyteleafe share a neighbourhood plan, made in June 2026, with design codes attached. They apply to work that needs planning permission, and are worth reading before an extension is designed.

The valley running east towards Woldingham is in the Surrey Hills National Landscape and the Green Belt, and Natural England has proposed extending the designation round Caterham’s woods. Whyteleafe, in the valley bottom, is in a flood zone, which affects extensions that need an application.

The national rules, briefly

  • Replacing the windows and doors of a house does not normally need planning permission, as long as the new ones look similar to the old.
  • Flats and maisonettes do not have that right, and a listed building needs listed building consent. Check with the council before changing either.
  • Every replacement window and external door has to meet Building Regulations. We’re Certass registered, so we certify the work ourselves and you receive the certificate within eight weeks.
  • A conservatory or single-storey rear extension is often permitted development too, within size limits that tighten in conservation areas and protected landscapes.

Do I need planning permission for new windows in Caterham?

Not normally for a house, as long as the new windows look similar to the old. Most of Caterham is outside any conservation area. Flats, of which the Valley has many, do not have the same rights and should check with Tandridge District Council first.

Is my house in a conservation area?

In Caterham itself, probably not: neither the Valley centre nor the High Street on the Hill is one. Caterham Barracks is, and so are Chaldon, Woldingham Green and the edge of Kenley Aerodrome. If you live in one of those, speak to the council before changing windows or doors.

Do you work in Whyteleafe, Warlingham and Kenley?
